What exactly is the Philips Hue Bridge?

It does not use Wi-Fi itself. It connects to your router with the included Ethernet cable. Your phone uses Wi-Fi or mobile data to reach the Bridge through that router, so you do need working home internet for app and voice control.

Almost nothing. At around 3W, the Bridge uses roughly 26 units (kWh) a year if left on all the time. On DEWA rates that is only a few dirhams a year, so you can leave it powered on without any worry.
