A photoelectric smoke alarm with a local sounder and a phone alert, and it should be understood as an addition to the fire detection your building already has rather than a replacement for it. That distinction is not a legal footnote, it is how you should choose where to put it. In a Dubai apartment the base building alarm is a Civil Defence matter installed and maintained under the developer's system, and nothing you buy at retail changes your obligations or the building's coverage. What this device adds is a notification on your phone when you are not in the property, and a trigger other devices can react to. It is Zigbee and requires an Aqara hub, which is also how the alert leaves the house. The sealed lithium battery is rated for several years, it self-tests, and it reports low battery to the app rather than announcing it with a 3am chirp. If you own several, they can be linked so one detecting causes all to sound. The genuinely useful automations are the surrounding ones: lights to full brightness, AC off so it stops circulating air, and a notification to whoever is not home.

Be clear about what this is in a Dubai property. Apartment buildings here carry a Civil Defence approved fire detection and alarm system, installed and maintained as part of the building, and a retail smoke alarm sits alongside it rather than in place of it. It does not alter compliance, it is not connected to the building panel, and it will not summon anyone.
